RB Rail AS, the central coordinator of the Rail Baltica project, intends to announce the procurement exercise(s) on CCS Engineering Services for the Rail Baltica project. We invite interested suppliers to apply for an individual meeting with the representatives of RB Rail AS taking place from 10 September 2020 to 11 September 2020 at RB Rail AS head office (address: K.Valdemara iela 8–7, Riga, Latvia). Each meeting will be scheduled for up to a 1,5 (one and a half) hour duration. A total of 15 (fifteen) time slots are available, spread between 8:00 and 19:00, Latvian Time. Depending on the situation relating to the COVID-19 virus, online (Microsoft Teams) platform may be used for conducting these meetings.
At the meeting RB Rail AS will introduce to potential suppliers with the Rail Baltica project time schedule and procurement plan in the field of the subject matter – CCS Engineering services.
The CCS Engineering Services are aimed towards the preparation of design/construction procurement packages, performing necessary preliminary studies, finalisation of requirements specifications for subsystems incl. telecommunications, powers supply and cable duct system(s), expert assistance for the preparation of requirements for the procurement documents and proposal evaluation, supervision of the design, construction and commissioning works along the entire Rail Baltica Global project corridor.
The CCS Engineering services shall ensure the specification, procurement and deployment of an economically and technically feasible solution for the railway operation needs and to maximise the environmental benefits.

The focus of the meetings will be (1) works scope and timeline, (2) system development management during the entire project life cycle, (3) phasing the CCS Engineering Services, (4) resources and manpower required to deliver the CCS Engineering Services, (5) legal and administrative issues, expectations towards main contractual requirements, (6) project management of the CCS Engineering Services, (7) pricing and payment conditions for the CCS Engineering Services, (8) risks and risk mitigation measures, (9) expectations towards the procurement process, requirements, evaluation and documentation (10) time required by suppliers for good quality proposal submission, (11) aspects that RB Rail AS should definitely avoid in the Supplier’s vied.
Meetings will be recorded and a summarised version of the minutes of all meetings will later be made available online at: https://www.railbaltica.org. For the purposes of fair treatment of suppliers and potential tenderers, RB Rail AS shall publish all the significant information shared with the Tenderers. Video recordings of the e-meetings will not be shared with the suppliers and/or third parties.
The maximum number of meetings is limited to 15 (fifteen), with no more than 3 (three) representatives from one potential supplier allowed to the meeting. The applications will be registered on a first-come first-served basis, and RB Rail AS will confirm the participation of the supplier by sending a confirmation e-mail to the e-mail address provided in the application.

Please apply for the meeting only in case you have experience in provision of the required services in at least one project with a comparable scale and complexity as Rail Baltica and you have the ability to provide the CCS Engineering Services for the Rail Baltica project needs, as this is the only purpose of the Supplier Meetings and no other topics will be discussed.
At the Supplier Meetings, RB Rail AS shall make no promises and/or commitments towards any business agreement or any proposal and shall not provide any acceptance of any offers or potential offers. The Supplier Meetings are intended to inform RB Rail AS on the significant CCS market related conditions as well as provide input into the development of the procurement conditions. At these meetings, RB Rail AS is not in a position to discuss any other topics and shall not provide any information on any ongoing procurement procedures.
